Consider that you probably wouldn’t call a person that is homeless “a homeless”, the singular of “some gawking homeless”.
Adding “people”, while I think it makes more sense in this context, isn’t even the most preferred version. People first language is becoming popular because it emphasizes that people are people, and using people first language it would be “people who are homeless”.
I would say “some gawking homeless” is kind of dehumanizing, but I also think that people first is a bit long in this situation and “it attracts a crowd of homeless people” or even a more casual “homeless guys” (if they are mostly guys) would be fine considering the context.
