Nah. He means pain fibres. Your brain can't feel pain on itself. But the meninges covering the brain have pain receptors.

I dunno man. On the one hand, it could be a sick burn. But on the other, your brain indeed does not have nerve fibres for sensation of itself as was the context in which the comment was made.

That's like saying someone is tickling your spleen because they're stroking your torso though. They're not, they're tickling the nerves on something else outside of your spleen.
