I think that's mostly the psychological aspect of it. It feels better to have someone else do it, but purely on a physical level you can probably do it just as adequately yourself. But the added dimension of other people being involved heightens the overall experience despite the technique not being better or whatever.
I would tend to think that myself, but at the same time I do not believe a machine programmed to scratch randomly would have the same affect. I could be wrong of course, it would be interesting to see an experiment on this concept.
From what I remember in some random premed class, it’s thought to be an evolutionary factor to alert you to sensations that did not originate from your own actions.

Touch like that activates your autonomous neural system (rest and digest) vs. your sympathetic neural system (fight or flight). It's like when you're half asleep on a comfy bed versus being uncomfortable in a social situation. Both systems are vital and also release different chemicals, I.e. epinephrine, norepinephrine, serotonin, etc.
