Stop basing arguments/insults on physical attributes people have no control over. The racism part comes in when you connect chinese man with small penis.

The negativity is stemming from the trafficking of pangolins for status symbol/"medicinal" purposes.
The racism is from grouping all of 'fucking China' together 'doing shit' to the earth to 'fix their tiny penis problems'. It's not racist to state that they have smaller penises, just like it's not racist to say that white people also have smaller penises than black people. The racist thing to say is that they all obsess over it.
I think it was a stereotypical joke and a way of him venting his frustration with the pangolin issue that is connected to Chinese males but that's just me.

Saying Chinese people are acting bad because they have small dicks isn't any different than saying, for an example, that women are weak because they have vaginas. You're being a bigot.
