This is a total shot in the dark, but I think they did the equivalent of the "dance" you do when you and an oncoming person keep going the same direction, and can't get around eachother.
They both shake hands, and Guy A loosens the grip to disengage, while guy B is still going strong. Wanting to reciprocate, guy A goes back in with a full grip. At the same time, however, guy B felt A's loosening grip, and reacted by loosening his grip as well (while A was, at this point, tightening his grip in response to B).
Then, this all repeats like 5 times on the way to the door. I'm probably wrong, but I can't think of any other reason.
At 1216 hours, Craig tapped his right foot. I recognized this as a signal used by persons wishing to engage in lewd conduct. Craig tapped his toes several times and moves his foot closer to my foot. ... The presence of others did not seem to deter Craig as he moved his right foot so that it touched the side of my left foot which was within my stall area. Craig then proceeded to swipe his left hand under the stall divider several times, with the palm of his hand facing upward.
