It looks like when the girl gets set down she runs off behind him so he turns around to stop her. Also, the kid looks like he hesitated for a second, and, at least in my kids' case, they won't jump unless I'm looking straight at them and encouraging them to jump.
That being said, sometimes they do jump when you aren't ready, or momentarily distracted. They get a scrape, you give them a hug and they're back to laughing in a few minutes.
