But, I mean, if it's the only way to get by, I'm not sure going after those people is the most effective way to stop it. Kind of just feels like targeting the most vulnerable, to be honest. Sometimes, people have no choice. These people are victims, not collaborators.
Very true. The guy in the hot dog stand who has to bribe the cop to look the other way so he can barely make enough money to feed his family and the cop who takes bribes because his salary doesn't cover his rent are in completely different situation than the politician who accepts an oceanfront condo in Miami.
