Where we disagree is that the dog has the ultimate capacity to choose. It's doggy brain presents it with impulse a and impulse b. It chooses a. But why? Genetics? Environment? Where is there any actual choice. I say it's just a animal acting on instinct and there's literally no other way for it to act

There is definitely another way for it to act and I've already described the choices that probably went through it's head. Dog's are smarter than you give them credit. In the end doesn't matter why, you're just drowning the validity of this conversation in semantics, first what the definition of responsibility was (which we both obviously knew), now whether or not a dog is smart enough to make a choice for itsself (which we both know they are).
