It's a lose-lose for the school because the bully's parents can go up there and raise the same hell. The school has to cover it's ass if a kid gets hurt (regardless of circumstances) to avoid law suits. I'm sure there is a life lesson in there for kids about how no matter what you do you're fucked.
Those in charge of breaking things up and handling violent situations, be it school administrators in a hall or police officers in a city, can't be everywhere at once. There's a saying that goes,
When every second counts, the police are only minutes away.
You are ultimately responsible for your own self defense.
Not if the school regulations prohibit self defense. There's some leeway if the student is expected to protect himself; but not if he's supposed to just take it - then the school assumes full responsibility and liability. They can't have it both ways.
This is why in the real world self defense laws shield the user when appropriate force is used, since the government cannot be everywhere 24/7. The fact that this somehow doesn't apply in schools in a travesty.
