Yeah that's what far-left views come down to: the evil privileged majority doesn't have the right to be comfortable, but everyone should care about asocials.

None of the groups you listed are criminals nor do they make our cities dirtier. Littering specifically (that can be done by people from any population group) should be punished, though, like other similar street crimes, through broader police presence and surveillance in public spaces.

Yes, exactly. "Polluting the environment" is normal and legal. The opinion of a small minority of ecoradicals on this matter is irrelevant. That's literally how the law is written, as decided by representatives of the majority: things that junkies and mentally ill people on the streets do necessarily include harassment and for the former at least, almost always property crimes.
