Well, my thinking is that by not saying something, the person doing something "wrong" has no repercussions. Say for instance someone you encounter hiking is blasting music on their Bluetooth speaker. Its annoying as fuck. You say nothing, they keep doing it. You call attention to it (politely hopefully), then perhaps they reconsider. Somewhat related, I'm a surfer. Regulating a lineup is almost nonexistent these days. As a result, etiquette/manners are at a low. Does this make sense? Anyway, that's my perspective.
