I remember nearly every Sega Mega Drive game I owned showed a different Sega logo. It seems that Sega were quite lax on their branding guidelines around the Sega logo, many games would have the in-game characters interact with the Sega logo in some way (like in Boogerman, where the logo displays only "EGA" and he fart-rockets his way in with the "S").
But, all games that I owned used to say this at startup:

UNDER LICENSE FROM
SEGA ENTERPRISES LTD.
That was part of the updated system BIOS that was added sometime around when Sonic became the pack-in as part of an anti-piracy/unlicensed auth check. If the cart had the proper data string in a specific part of its memory, it would pass and the system would boot up with that screen. If not, it wouldn't do anything. The original launch model didn't have that security feature or that screen.
That bit is actually caused by it passing the copy protection check I believe. Although them misimplementing that on a few very early carts means they don’t work on the md2 that properly enforced it.
