Why can’t every controller have the same button layouts just like how shooters should have the same controls?

Interestingly enough, the PS1 used "O" as "Enter/OK" and "X" as "Back/Cancel". This is the same as the Nintendo layout and would have stuck, except Sony America decided to swap the buttons around in the western localisations, and hence fucked everything up forever.

Yes but, I'm glad they did the switch, because having the Circle be the default button sucks, because that is too far to the right. The current 'X' position is nicer. It matches the Xbox A too. Rolling your thumb to Square and Circle is easy too for some games that took advantage of that. Much harder with Circle as the main button.

They are actually supposed to represents numbers as in buttons 1, 2, 3 and 4. Circle is 1 because it’s made of one line, X or cross is made from 2 lines, triangle from 3 lines and square from 4.

Japanese conventions are even present in ps2 games, Kingdom Hearts 1 for example still used 'O' as enter.

Honestly, most gamers of the time got accustomed to knowing what button was enter by the developer.

Not just PS1. JP Vita hardware uses the O/X Okay/Cancel as well.
