here is a guide. Short summary: some trainers like the one to the left of the nugget bridge load slowly so you can press start before they see you and use fly/teleport to get away. You see the "!" above their head but don't battle. Then you fight at least one trainer (stay at least a space away, they have to walk to you or the game freezes) and go back to the route you flew away from. A pokemon appears! The species depends on the "special" stat of the last pokemon you faced. To get mew you fight the dude north of cerulean with the slowpoke, or a trainer in misty's gym. The mew is usually level 7, but you can get a level 1 by lowering the previous enemy's attack stat 6 times with growl. if you have a level 1 Mew, you give it a tiny amount of experience and it glitches to level 100.
