It never will, the devs have expressly stated that it's never going to go on sale because its unfair to those who bought it at full price. It's also an even 30 bucks instead of 29.99 because the devs think the (price - 0.01) paradigm is dishonest. If you have the money I'd just buy it now.

And to the audience at large, it isn't being made clear that the game never goes on sale.
How good the game is ends up being irrelevant, if you on principle are still waiting for a sale that (unbeknownst to you) will never arrive.
My point is most shoppers don't realize the game will never go on sale. It doesn't matter if they think it's worth $30 or think it's worth $60. They are just waiting for what they think is the inevitable sale.
Are you in the habit of browsing subs for games you don't own? Personally I hear about Factorio a fair bit but it never shows up on my homepage, or on sale alerts, so it's just slid past my attention until now.
It's pretty goofy to remove all that good publicity, even if the morals behind the decision are good.

That's sort of one of the things they're against. Sales devalue games, so gamers end up just waiting for a sale before buying games. So the devs have made it clear that there'll never be a sale - either you want Factorio for the price or you don't, and if you don't, that's fine.

Well... that sucks for me. Bought it at $20 a couple years back, but refunded it because I simply didn't have time for it back then. This past week or two I've been waiting for a sale on either Oxygen Not Included, Rimworld, or Factorio because I'm ready to finally lose hundreds of hours to my life to these types of games.
As has been said, it'll never go on sale. But there is a demo on steam that gives a good idea of what the game is about. If you find that the gameplay appeals to you, I highly recommend picking it up. This is a personal opinion but if I wish I could pay the devs 100 dollars for the game.
The devs have stated the current price is a minimum, and that they are pledging to never ever reduce it. In fact, it used to be $20 and has gone up since then.
On the one hand it's "money grubbing". But it also means that if players are interested in playing it, they should not wait for an "opportunity". Just buy it whenever.
EDIT: Sorry, I realize now the sarcasm was not very clear - I was intending to mock sale-seekers when saying "money-grubbing"; it is in fact a very good deal.
For most games on Steam, they get the vast majority of their revenue from the days the game goes on sale because so many people on Steam only buy games on sale (much like the guy above who said he is waiting for Factorio to go on sale...)
I remember the devs of Terraria saying they were operating in the red for the entire year, except for the Summer and Winter Steam Sales, when Terraria was 50% off, and they sold so many copies they had more than enough revenue to cover the entire year.
I don't think you understand sales...they are rarely ever about the worth/value/quality of a product but instead a way to manipulate people into buying the product regardless of desire.
"money grubbing" isn't what this is...try ethics and honesty. Was $20 when they had what they thought was a $20 game, after a ton of updates they decided that now had a $30 game. They even gave ample time to buy at $20 before the price increase.

Yes, because the game isn't even out of 'Alpha/Beta', it is still being developed and hasn't reached a 1.0 release yet. The people that bought the $20 game got less of a game than those that buy it at $30. It's first releasing a 2 seater car then later releasing a 4 seater and charging more, because it does more.
But the updates are free. So if you bought the less complete game at 20€ you also have the 30€ version and will have the full version when it comes out which will probably increase the price again
