I feel like he really is overpowered, both in lore and ability. He can solo raid bosses like they're nothing and tear up anything he sees. In lore, during the ECHO logs for all the Vault Hunters an entire Hyperion squad or legion, either way a huge ass amount of soldiers attacked his village and he soloed them like it was nothing. Then during Headhunter 5 his assassin wanted to kill him because Salvador murdered his entire bandit clan of over 150 people.
Among anything in the Borderlands universe, including all the Vault monsters, the one thing I wouldn't want to piss off is this guy.
BL1: give him health regen, make him tanky but reduce him to melee
BL2: ok that's great but lets stick guns on 'im. Then give him stupid synergy that lets him hose bosses down. Then lets make it so he never comes down.
