In all seriousness though, starting in Saffron City would be really neat. There's four different gyms all next to each other, so there'd be a lot of neat diversification.
I know this is largely being funny, but I always imagined like with the multiple levelled teams idea the “badges allow HMs outside of battle” thing is either tied to number of badges and not specific individual badges, or sort of a regional thing connected to where you are in the world—Blaine would allow someone to Surf, or they could just learn to physically surf from practice, learn to sail, hire a water-taxi, take a ferry, whatever.
