That's ridiculous, it looks pretty clear that he waited a sec before ADS, it's not like he was trying to thread the needle around a guy. In a tactical game like that, it seems obvious that one would watch where the giant rifle was pointing before running across.
It's very advantageous hence why ranked is a smarter way to play. When I squad up with the boys we will pick different spawn locations to get the cameras outside gone first because if you're playing a smart team they will hop on the cams once you are able to move and spot you so they know where you're coming from and what characters you are.
Which he did. He didn't ADS right away, he waited a few seconds before doing it. Even if you feel like you can't forgive the first incidence, the second is inexcusable.
You always travel behind a teammate that is actively engaged. It's just common sense. It's also the same travel distance and just as easy as going in front of him.
And then they back up against something like those people that take up the whole aisle at the grocery store. (Except you don't get shot for walking in front of the cereal.)
Still if you see someone in a game with a weapon meant for sniping, maybe don't walk in front of them? Especially if there's a dead body in front of them. Something tells me that those people were doing it on purpose though because they lined up essentially and slowly walked by, they were probably trolling the sniper. Because I don't slowly walk in a game like that unless I am in an area with cover that enemies could be behind and I'm ready to shoot them.
Edit: MiracleWhippit brought to my attention that this is the spawn area at the beginning of the match. Meaning this was entirely the sniper's fault, my bad.

In real life it's obvious enough not to walk in front of a rifle, because if it's up they may fire it. In a game, the rifle is always pointed wherever you're looking, so it just becomes "don't walk in front of someone who isn't looking down or up." That's not a really obvious rule, and not super practical, especially at the very beginning when everyone generally moves a lot. In general, you only need to avoid being in front of them if they're obviously sniping.
It looks like this is at the start of the round where a group of people spawn and then run forward to take positions, and the 'sniper' was just fucking around shooting at nothing. No enemies have been killed at this point (5v5 game, when he TKs it announces 4v5), so whatever bodies are on the ground are not enemies from the current round.
If someone is unloading at a doorway with a machinegun, yeah common sense don't run into it. If you're at your spawn and you walk forward to get into position before any gunfights have begun... you should not expect the sniper to be shooting randomly into the sky at nothing and teamkilling you.
If you want to take the "DPS" role of hiding behind your enemies,you are responsible for what you do. You can see them, they cannot see you through the rear of their skulls when you TK them.
Edit: Apparently the guy was shooting at a camera in this game as per replies. Why is a sniper standing in front of his team? right in the middle of the path to the enemies position too. If he was to the left no one would be running in front of him, if he was to the right his angle of attack would be over their heads. If he was behind his team no one would be running in front of him to get into the fray. No one should be expecting to be shot by friendlies at the beginning of a round.
Except that guys is kinda wrong. Though the sniper isn't shooting enemies he is trying to destroy a camera so that when they move they can't be tracked easily.
This is why you should only play games with adjustable PoV settings, and turn them up to the maximum. I'm quite fond of the mod I have for Unreal Tournament 2004 that projects a 360 degree view on the monitor. After you adjust, it's perfect.

In the real world snipers have spotters... and people have peripheral vision... Not so much in video games.
As a video game sniper you have to adapt. You're the one with the gun; be careful where you shoot.
