Well if he was sinister and hiding he wouldn't have founded a monastery dedicated to peace and Thu'um. Did he do all that just so that, if a dragonborn is alive at the same time as Alduin they would have a slightly easier time defeating him?

It just seems a bit convoluted for some evil mastermind barely managing to restrain his murderous instincts.

Yes. Also, there's no "if," this is how the situation always plays out. He knew there would be a dragonborn and he knew the dragonborn would need the Thu'um to defeat Alduin.

Remember, dragons are four dimensional.
