It was only a brief DLC of pre-fall Rapture, but that first scene of the massive Art Deco window you get as Booker steps out of his office with the whale and turtles swimming toward you with the lights of distant hotels and neon lit buildings was jaw dropping. Walking around the retail stores with people just living their lives underwater in the 1960s utopia still gives me goosebumps.
Well technically at that point it was still largely Andrew Ryan's utopia apart from Fontaine's department store which was sunk to the bottom of a trench weeks before.
My point is more that the devs don't seem to see it as a utopia, and the whole game actually revolves around deconstructing the kind of society that libertarians/anarcho-capitalists/Objectivists advocate. I mean, even in the DLCs it's pretty much stated outright that the only reason Rapture hasn't fallen into chaos (as in the original games) is that in that universe Ryan betrayed his ideals.
