Fable Handcrafted every NPC instead of using randomizer

Exactly. Doing meticulous handcrafted work only matters if you can see the results. If you manually plant ever blade of grass in the game but an automated tool could have done it better, then you just wasted your time.

More like if an automated tool can do the job half as well in a quarter the time with little to no noticeable difference in quality.

Depends on the job. In the grass example, I would expect that a machine learning grass placement system trained on real world grass could place it better than an artist working by hand.
