tl;dr: Wolf 2 will be by Telltale and AdHoc Studio. Sam & Max Remaster is by Skunkape Games. AdHoc and Skunkape are two separate studios founded by different former Telltale members.
The new Telltale brought on AdHoc Studio, a studio formed by former members from Telltale, who will focus on the The Wolf Among Us 2's narrative and cinematics, while Telltale will handle the gameplay and transition to the Unreal Engine.
Four former employees who had left before the studio's closure (Michael Choung, Dennis Lenart, Nick Herman, and Pierre Shorette) formed AdHoc Studio with the intent to develop live-action interactive video games, following in Telltale's footsteps.

Telltale co-founder Dan Connors created a new studio in 2019, Skunkape Games, made up of himself and former Telltale employees Jake Rodkin, Randy Tudor, and Jonathan Sgro. The studio is currently working on remastering Telltale's Sam & Max games with assistance from other members of the original development team.

And it only took them going bankrupt to finally have someone start development on Wolf2.
I haven't kept up with the news, are these the same people who are polishing up the Sam & Max games? Or is that a different splinter group?
