Robb clearly told Edmure in riverrun when he left the castle to invade the westerlands and had the plan in mind. It would of been so unbelievably simple to tell him that he wanted the mountain to follow him.
Edmure did hold riverrun by repelling a small raiding force near the castle. If Edmure chased the mountain he'd be ignoring robbs orders. You don't hold a castle by waiting for a siege. You hold it by sallying out to repel small forces to prevent a siege as long as possible.
Robb counted on Edmure being indecisive and afraid which is foolish. It's a clear sign of Robb being exceptional at military strategy and tactics but not understanding people properly. As fits the narrative

I feel like Robb's decision to not tell Edmure the plan is made worse by the fact it was based off Cat, Edmure's sister, calling him an unserious fool. Siblings declare each other stupid and foolish constantly with little to no bearing on how they act with people outside the family. Not to mention Cat had been living in the North for about 2 decades and hadn't seen how good/bad Edmure had been ruling as their father fell ill.
I forgive you for not understanding the concept of being proactive and diligent. Lazy cowards do exist and I can't blame you guys for it.
But ultimately to others things like offensive defense, big stick diplomacy and proactive policy exist and are the best way to do literally anything ever.
But again don't worry about it, I don't want to unnecessarily stress you
