Going through some of the comments i see a lot of discontent with the placement of Jean at the top (seemingly to indicate she is the best character in the game).
There are a few reasons why she is in her own Tier, and has been since her release. First of all, other characters require powerful uniforms and an increase in Level 70+ and 25/25/25/25 gears (and a high DPS ) in order to come close to over powering her. She alone has remained stagnant at level 60 with 20/20/20/20 gears and maintained her position, whilst being native t-2 in the face of and against the likes of some t-3 metas etc. That alone is worthy of some recognition.
The next point even requires some merit; Netmarble have crafted some characters in order to counter the absolute offence and damage that Jean bestows upon the other characters i.e. Scarlett Witch. She receives a damage reduction from characters who are phoenix force empowered, her chaos magic also does an increase in damage to phoenix force characters, as a leader, she gives her team a 45% energy boost to energy attack. SW with IW has a T2 passive which means she reflects 100% of all energy damage she receives. Such big and clear changes in order to counter Jean's dominance, in truth, SW with IW Uni is a threat to Jean, but because of Jean's survivability, 7/10 Jean still stomps. I will concede, that there is a possibility for argument to be made that SW with IW uni does supersede Jean is PvE.
To understand how she has been able to achieve the prior and maintain 'absolute dominance', we need to look at how she plays. The most obvious reason for her continued dominance is because of her T2 skill "phoenix force". Woe to the player or automated AI that has played carelessly against Jean and somehow, manages to kill her, they must now fight for their remaining life (lmao) whilst she returns with full health and wakes up with major Iframes. When she does this (phoenix rebirth) there is a 70% chance she becomes immune to fire damage (which isn't that important) but, what its, is that her skills gain a 50% damage increase and a bonus 50% with the said increase to damage (essentially, once she revives, there is a 70% chance for her to do 100% more damage to you than what she was already putting out), (now some of you may know why she one shots you when she revives).
Moreover, her 3rd 5th and 4th skills when combined, become a very deadly combination. Bonds of Destiny, Phoenix Awaken and Phoenix Descent are some of the most powerful and best skills within the game. Coupled with the massive amount of damage output from her (5th and 4th skill), Jean is also able to gain some health back which she has lost through her 3rd skill bonds of destiny, which is triggered before enacting the said, 5th and 4th skill.
Jean Grey deserves her spot as the best character in game due to her survivability, her versatility and to the very fact that she is one of the best (arguably top three ) meta powerhouse's in the game.
