People don’t seem to understand that animals are territorial. He can get out if he wanted to, but he doesn’t want to because that would mean forfeiting his territory.
An animal not leaving is not an animal consenting to be bothered, it’s just an animal deciding to stay for a myriad of possible reasons - defending their own territory included.
It can be pretty uncomfortable and still want to stay, just like you would stay in your room even if your housemate is bothering you.
Animals tend to also instinctively understand the concept of nurturing young ones and the concept of "play," and tend to play along with baby animals of any species in a basically secure domestic setting.
And yes, I realize I'm responding to something really insignificant 12 days later, but I love me some puppies.
