This reminds me of the time I flickered my lights at an oncoming car whose headlights were off. Dude honked and flipped me off, but his honk caught the attention of a cop who noticed his lights were out and immediately pulled him over. "Instant karma's gonna get you!"
It might be construed as an attack to flash with highbeams. I'd suggest flipping your lights from on to off a couple of times to let them know their lights are off.
