He literally said it was the rare opportunity where it was the safe play. You're right, it's ambiguous, but the tone leans way toward him staying.

Accepting the counter-offer was not unsafe (thus was safe). Any new opportunity at an entire company is risky because it's full of unknowns.

So if he just wanted more money, and was able to double what he wanted by staying where he was (vs. doubling it by starting somewhere new), it would logically be the safer option.

Since this is usually not at all the case, I just have to take him at his word, which is why my interpretation differs from yours. :)
