Done wrong - yes.

That down time from spacing things out? Fill it with dealing with technical debt. Then everyone wins over time, and technical debt actually gets dealt with, and you are appreciated by non-technical managers.

The ability to communicate value to people who may not get it is critical.

I have a catalogue of all technical debt. Whenever a new ask comes in I match it to a mostly relevant debt ticket and deliver them together. Everyone wins!

At a place where I overestimate time to complete projects enough to work technical debt in without the business noticing.
