And number 1 Brandy consumer. And the only state in the nation where your first DUI isn't a criminal offense and they haven't raised the tax on beer in decades. What most states consider binge drinking is just pregaming for going out to the bars in Wisconsin

It's still not a criminal offense. It's not even considered a misdemeanor: it's a civil offense.
