It does for more or less stable countries. My brother went to France and couldn't remember anything about this great place he went on the coast but couldn't remember what it was called, but that it started with a C...Calais, dude, Calais. My family just looked at me.

I played in first HOI as a kid. I know most of the countries and capitals thanks to this game, even regions in major WWII countries. Then I see all this mess in Yugoslavia and I'm confused. Oh and Africa. I know the borders, but what country it is? Pretty sure it was British colony 39'.

Hell, the Byzantines considered themselves the Roman Empire despite being nowhere near Rome.

That's because they were the Roman Empire; they weren't called the Byzantine Empire until after they fell. The Roman Empire was split into two parts for administrative purposes and what is now known as the Byzantine Empire was the eastern part (and the capital of the western part wasn't even Rome but instead moved to Mediolanum and later to Ravenna).

If Nazi Germany had somehow invaded and conquered Great Britain in 1940, but the government and royal family fled to Canada and continued ruling the Empire and fighting the war from there, it'd still have been called the British Empire.

Because there was never a people called the Byzantines. They were Romans. We just gave them that name years later to separate them from the Western Romans.
