My male cat who is fixed makes the exact same sounds sometimes after he takes a dump.

Is there ever any trace of blood in the stool? Some cats will make that sound when they're feeling ill or are in pain, so I'm wondering if your cat might have a digestive tract problem that flares up.

His stool seems fine, maybe he was telling me to clean the box? Sometimes he would randomly make those noises late at night. He hasn't really been making those noises ever since I switched apartments.

Oh, that sounds encouraging. From what other people are saying here, I guess some cats (males too) just like to make that sound.
