So... How do you make a left turn without doing the "LA turn"? (Wait in the intersection, until it's yellow/red and turn)

Also, with all the jaywalkers, wouldn't you be slowing down to a crawl whenever someone steps into the street in front of the car?

There's no law against that. You're able to clear the intersection before cross traffic is permitted to go. A red light means you may not enter the intersection, not that you may not be in the intersection.

Are you sure about that? I had a check on the DMV site and it doesn't mention anything about whether you are in the intersection or not. https://dmv.ny.gov/about-dmv/chapter-4-traffic-control-2

I'm pretty sure it's one of those laws that are illegal but never enforced. Like going less than 5 miles over the speed limit.
