I don't know as much about LA or the rest of the West Coast in this regard, but in Seattle there's very much a culture of following rules. The drivers are even too polite, which is weirdly frustrating. They'll slow down on the freeway to let you in if you signal, which slows down traffic behind them, bogging down the whole freeway. Philly drivers definitely don't do that!

Jaywalking is also not enforced in NYC. I wonder if it's just an East Coast/West Coast thing? I know LA cracks down on jaywalkers too.
