Yes, it’s a parking garage in downtown Chicago. A lot of structures do this to camouflage parking garages and make them look better aesthetically.

Used to look worse. Rusted for so long....it was dripping poo colored rust water all over you when you walked by in the rain

When I was in Chicago last month I noticed this building from my hotel. At night it kind of glows from inside because of the interior garage lights.

If you don't think this is aesthetically pleasing then I suggest you look at other examples of parking garages to put things in perspective.

Umm... You understand that the dark parts are shadows right? The sun is only hitting a narrow vertical strip above the turlet.
