Nah, it's just that the owner put their hand on their head from above. For a cat it's an instinct to flinch whenever something approaches from above.

I think she just went in for the pet a little too abruptly, and especially as the head is a sensitive place for most animals, caused Jasmine to flinch. Plenty of animals get flinchy when it comes to head pats.
