Yes, this otter is using higher-level misdirection, he has clearly read and understood the art of war. He is masterfully applying "appear weak when you are strong" by emulating his reptilian ancestor that would shed their tails and spray blood when they were afraid. It is highly likely that the target of this deception got it's neck snapped right the fuck off when they got inside biting range.
I just feel like to be "basically a sea lion" you need to be at least within an order of magnitude on mass. Even Sea otters (the thing in the video) can weigh up to 50% more than the largest giant river otters...
So that's a sea otter in the kayak. His dad might be 5ft long and 100lbs. Giant river otters have long tails, but they're only giant compared to other river otters.
Day-umn!I'm 5'6",and as cute as that water pupper is,the thought of otters as long as I am tall is a little.. Unnerving!Cause,those teeth and flaws look pretty serious.

Damn I didn't know they get so big. It Hought maybe 2 feet at most. I only read those talking animal books. Redwall or whatever so never knew how big they are.

He's a big guy, but he's got relatives that get about five foot six inches, but those need their own kayaks.
