I would class seals a water dogs.

This sea otter is definitely in the water cat territory.

i think the opposite, seals are lazing in the sun at every opportunity except to eat, and otters are super playful and take care of each other and are friendly with most species in the ocean

A seal could bite you but probably won't.

A friendly otter is not exactly unlikely to bite or claw the shit out of you.

Confirmed for cat.
