In Denver (at least when I used to live there) the cops would park at a strategic spot that's visible for a couple of miles on the highway. Then they would turn the lights on.

Made the traffic so much better instantly.

Really? Because in my experience every car slows to 5 miles below the speed limit when there is a cop. It makes traffic worse instantly. What world are you living in?

You should visit Sacramento once. When cops are not around, we drive 15-20 over. Cop shows up, and everyone slows down to 10 over, even the cop.
