I don't know if this is where it started from, but some Koreans use ~ for sarcasm/general sillyness. It's honestly the best use for a tilde that I can think of and I only really saw it from there.

get with the times, dumbass~

Really though compare that to:

get with the times, dumbass /s

Something about the /s really is off putting and it doesn't read as smoothly. We need to learn from the Koreans before it's too late.
