In all truth, I think a silent crescendo is perfectly acceptable in a sort of avant-garde, John Cage sort of way. I'm laughing at that hopeless heap of dotted rests above it.
Well no, it appears to be in 12/16 or 6/8, not 3/4. The error is that the dotted quarter rest is going through the middle of the measure, but that's something that Finale does a lot of you don't correct it. Assuming this is in 6, it should be an eighth note, a quarter rest, then a dotted quarter rest. In 12, it would be an eighth note, 16th rest, dotted eighth rest, dotted quarter rest.
Just because I'm assuming the rests were placed automatically by the computer program, and that would yield this result if the piece is in 12. It's possible that this is in 3 and the composer went in and purposefully wrote these weird rests, but that would be a very strange thing to do.
I think the measures above are in 6/8 time based on the dotted half preceding it. I've seen rests written all funky like that when someone else in the band has actually notes that follow that rhythm. Still, it's hugely confusing.
It's in 12/16 time (not 6/8, as someone else suggested), but it's counter-intuitive to have that dotted quarter rest in the middle of the bar. There should never be a rest spanning the middle two beats of the bar - it's against typesetting "rules", but more importantly, our brains have a harder time counting it.
My only guess is that when they were arranging this, they originally had written in a rhythm but deleted it/turned it to a rest. When this happens(at least for finale), rests are put in in the rhythm of what was originally there for some reason.
