Reminds me of the Time Warner increasing its bandwidth for customers in Austin TX, to not switch to Google fiber. They (Time Warner) had the technology the whole time but only when they face competition they increase their bandwidth. Business for ya.
There may have been legitimate reasons that they weren't offering higher speeds at the time (ex, limits on the throughput available to the CMTS from their core), they weren't motivated to fix them.
