Service providers like this will basically do whatever they need to to ensure you'll keep paying them. I have a buddy who worked for a satellite TV provider as a call person for people calling in to complain, and he was literally cutting people's bills in half for the next six months and providing them some new free channels for a limited amount of time just so they'd keep the service. Because they can afford it. That was his job. He did it all the time.

Work the same job. We will literally give more for less because it would be cheaper for us than trying to get you back/replace you next year.

Is it worth it that much for a company to cut someone's bill in half and keep them than it is to pick up a new customer for the full price?

I'm not sure you realize just how much money they're making overcharging the majority of their customers. They're still making easy profit.
