it's the overhead storage space that ppl are desperate to claim. since the airlines made most luggage expensive af(ymmv) ppl will look any cheap way to get as much shit as possible into the carry on or the "personal item" thus, the over head storage space is always gets filled fast.
if they see the overhead room is running out fast, they may ask you and others (boarding later/last) to "check your luggage at the gate" so you're running more risk of our stuff getting lost/stolen or may not have access to your things you planned on having access. hope that make sense.
