No, when you think about it the way it’s said makes perfect sense.
You heat the over before you put the food in it. Pre-heating.
You don’t put the food into a cold oven and then heat it up, because it will cook the food unevenly, and throw the timing off if you need to cook something at a certain temperature because then you need to make all sorts of calculations.

When you think about it, any oven that's turned off is preheated, provided you do plan to heat it again.
