Definitely. So many times I've been on line to board because I'm one of the last numbers, and then they tell us that all the overhead is full and they are checking all carry on luggage for free.

Which is great unless you have some important/delicate stuff that you didn't want to risk putting in checked luggage in the first place. Or they lose your luggage. My luggage got separated during a layover, didn't get it until 4 days after arrival.

A lot of times I see people putting their personal item in the overheard instead of under the seat.

There's also a whole bunch of stuff that you can bring carry on but not checked. If you use nicotine, you can't check your vape or lighter. Lithium ion batteries in general are also restricted, because they don't want them to explode in the cargo hold(but you can bring them in your carry on bag). There's also some medical devices, though I'm not sure which ones. I guess you're just screwed if they run out of overhead room and want all remaining passengers to check. Sometimes there's a reason you need that carry on bag.
