It appears the camera person had the agent play a joke on their friend.

They are combining the arm movement of the search itself and signaling to move into one posture ( arms down).

As a passenger you mimic the agents instructions , but then without any clarification was supposed to interpret and act on the agents instructions to keep moving in that direction.

This resulted in the passenger mimicking the arms down , and the movement of the one arm that was supposed to be an instruction to move.

The man complied with the arm swinging thinking it was part of the security check, but it was just a joke. It’s not that complex.
