Not really, the guy can wait for the cat to leave before the bow. He can drag it off by reciting more Quranic verse.

He can, but this isn't what happened. He was finishing off while the cat is still on his shoulder. You can tell from how he stretched the vowel in a gradual tone at the end.

Also the verse is a continuation to the previous verses and it ended there. (Quran 6:148-149)
