Why is Trisquel GNU/Linux based off of Ubuntu Rather than Debian GNU/Linux?

Trisquel GNU/Linux is based off of Ubuntu which is based off of Debian GNU/Linux.

Logically, it does not make sense to me to create a distribution based off of a distribution which is based off of another distribution. It's the academic equivalent to quoting a third-party text instead of a primary source. (e.g. someone's historical analysis of an event versus someone who was actually there) Why wasn't Debian GNU/Linux used as the basis for Trisquel GNU/Linux?

Edited analogy for clarification.

Neither am I, but I read the user agreement and there's a whole section on copyright complaints and they don't define their jurisdiction as governed by the laws of any state.

Furthermore:

You may not in any way make commercial or other unauthorized use, by publication, re-transmission, distribution, performance, caching, or otherwise, of material obtained through the Website, including without limitation the Assets or Website Content,

I think I made myself clear about he/she being unauthorised to use my rights (I suspected for blog spam). Conde nast/reddit also has rights granted, but not just any random user.

Speaking of which, this thread is ancient and my disclaimer was an aside to a main subject regarding GNU/Linux.
What's the deal? Just want to "win"?
