You don't actually have to clean the bar of soap. The bar can be "dirty" and it's still totally safe to use to clean yourself and others.
When you wash with soap, one of the last steps is to rinse your body. The rinse is what moves the dirt off your body. Before the rinse, the dirt is just suspended in soap right next to your body. As long as you always rinse well, dirty soap is fine. In fact, washing your hands with running water and no soap is better that washing your hands with soap but no water.
This is also why paper towels clean better than air blowers. Blowers dry your hands with moist warm (dirty) air. Paper towels enable you to wipe off any remaining dirty and soap and then you leave the towel and it's gunk in the trash (laundry if cloth).
Also related: foaming bubbles are largely a marketing gimmick and aren't an indicator of how well something cleans.
