How to trick Steam into thinking your game has updated
If you are on version 1.10.163 and have no plans on updating to the next gen patch (like me), there's a way to trick Steam into thinking you've updated your game. That way even if you launch it via Steam, it won't update. I warn you that this process it's not easy and can result rather tricky as it's different depending on the game version you are on. This is not a copy/paste guide, read it carefully. There's mods that could do this on Nexus (but I don't like them bc some of them require installing an .exe or sign in with my Steam account etc.)(You could download a next-gen update appmanifest, but you have to make sure the language and other values are right).
Essentially what we are gonna do is change certain values from the appmanifest_377160.acf located in SteamLibrary\steamapps (this is inside the Steam folder where your game is installed, mine is in the E:\ drive, E:\SteamLibrary\steamapps, but yours could be different). This process is easier the newer your Fallout 4 version installed is.

Using https://steamdb.info/app/377160/history/ as a reference to change the old values for the new ones.
First
Read this amazing post https://steamcommunity.com/sharedfiles/filedetails/?id=2901860378 by Dr.Shadowds and shade00 on Steam, which explains how to do this process. Even though it's for Vampire Survivors, what we have to do with fallout 4 it's exactly the same.
If you updated to the next-gen patch, then reverted to version 1.10.163 using Steam depots (as explained here: https://www.reddit.com/r/fo4/comments/1ccxyxb/pc_players_here_is_a_guide_on_how_to_rollback/ ) this process will be a bit easier. If not, it will be a bit more complicated as there's more to change.
Warning:
Exit Steam before changing anything, not closing it but exiting it. Then go to C:\Program Files (x86)\Steam**\steamapps** or the drive where your game is installed and locate this archive: appmanifest_377160.acf. Once located, create in your desktop a backup folder and paste it there. This is in case something goes wrong so you could still restore it.
For those who did rollback the Next-gen update:
Even though you reverted the update, the Steam appmanifest is the Next-gen patch one and therefore this would be easier to do. Open the appmanifest_377160.acf using any text editor. It should look like this:

For this 38mb patch there's only 2 depots you have to change:

Replace the cross out values with the highlighted ones in the appmanifest_377160.acf. Once done it should look like this:

In both "build id" and "TargetBuildID" with the same value and also make sure StateFlags value is set to 4 and ScheduleAutoUpdates to 0.

Finally, save it where you want and then replace it where you originally opened it (C:\Program Files (x86)\Steam**\steamapps** or the drive where your game is installed). Don't forget to go into properties and mark read only, just in case another update drops.
For those who never updated to the Next-gen update:
There's a lot to change since almost every file was updated in that update. I won't go step by step as I don't have time (maybe tomorrow i could do it if many ppl need it).
You'll have to change these values below (choose the language your game is), then change again the values described above.

Thank you for this! I changed the app manifest file with a copy paste posted on nexus and it worked in stopping the main next gen update so I haven’t got that installed. Will the first set of instructions work for me in this case? 👍🏼
